في إطار التعاون المثمر والبناء بين الاتحاد الأوروبي ووزارة الإسكان والمرافق والمجتمعات العمرانية، استقبل السيد المهندس أحمد عبد المنعم التراس رئيس مجلس الإدارة والعضو المنتدب لشركة مياه الشرب والصرف الصحي بالبحيرة، صباح اليوم الإثنين، وفدًا رفيع المستوى ضم المهندس محمد معوض نائب رئيس وحدة إدارة المشروعات بوزارة الإسكان والمرافق والمجتمعات العمرانية، والمهندس أيمن عياد رئيس قطاع المرافق والبنية التحتية بوفد الاتحاد الأوروبي، والمهندسة دينا عبد المجيد مسؤول مشروعات بنك الاستثمار الأوروبي، وذلك لمتابعة مشروعات برنامج تحسين خدمات مياه الشرب والصرف الصحي (IWSP) والوقوف على نتائج المشروعات التي تم تنفيذها بمحافظة البحيرة.
واستهل المهندس أحمد عبد المنعم التراس اللقاء بالترحيب بالوفد، مؤكدًا أن شركة مياه الشرب والصرف الصحي بالبحيرة تنظر إلى شركائها من الاتحاد الأوروبي ووزارة الإسكان باعتبارهم شركاء نجاح حقيقيين أسهموا في تنفيذ مشروعات تنموية عملاقة أحدثت نقلة نوعية في قطاع مياه الشرب والصرف الصحي بالمحافظة،
مشيرًا إلى أن ما تحقق على أرض الواقع هو ثمرة للتعاون المثمر بين جميع الجهات، وتجسيد لرؤية الدولة المصرية في تطوير البنية التحتية وتحقيق التنمية المستدامة.
وخلال الاجتماع، قدم رئيس الشركة عرضًا شاملًا استعرض فيه أبرز المشروعات التي تم تنفيذها بالمحافظة، وفي مقدمتها محطة معالجة صرف صحي منشية الحرية، التي تعد واحدة من المشروعات الحيوية الداعمة لمنظومة الصرف الصحي، موضحًا أن الشركة تواصل العمل وفق أحدث النظم العالمية في التشغيل والصيانة وإدارة الأصول، مع الاهتمام المستمر بتدريب وتأهيل الكوادر البشرية، بما يضمن الحفاظ على الاستثمارات الضخمة وتعظيم الاستفادة منها.
كما تناول الاجتماع مناقشة آليات انتقال المشروعات المنتهية من الشركات المنفذة إلى شركة مياه البحيرة، وخطط تدريب العاملين على التشغيل والصيانة، واسترداد تكاليف التشغيل، وسبل ترشيد استهلاك الطاقة داخل المحطات، إلى جانب استعراض خطة الشركة في تطبيق منظومة إدارة الأصول بالمشروعات المنتهية بما يحقق أعلى درجات الكفاءة والاستدامة.
وأشاد المهندس محمد معوض نائب رئيس وحدة إدارة المشروعات بوزارة الإسكان، بما لمسه من مستوى متميز في الأداء داخل شركة مياه الشرب والصرف الصحي بالبحيرة، مثمنًا الجهود الكبيرة التي يقودها المهندس أحمد عبد المنعم التراس في تطوير منظومة العمل والارتقاء بمستوى الخدمات، مؤكدًا أن الشركة أصبحت نموذجًا يحتذى به في حسن إدارة المشروعات وتشغيلها واستدامتها.
وأضاف أن الكفاءات الفنية والإدارية التي تمتلكها الشركة تمثل ثروة حقيقية، مشيدًا بالأداء المتميز لوحدة إدارة المشروعات (PMU)، وموصيًا بالاستفادة من خبرات العاملين بالشركة في إدارة وتشغيل وصيانة المشروعات بالجهات المختلفة، بما يعود بالنفع الاقتصادي ويعزز مكانة شركة مياه البحيرة كإحدى الشركات الرائدة على مستوى الجمهورية.
ومن جانبه، أعرب المهندس أيمن عياد رئيس قطاع المرافق والبنية التحتية بوفد الاتحاد الأوروبي، عن إعجابه بما شاهده من مستوى متقدم في الإدارة والتشغيل، مشيدًا بالإنجازات التي حققتها شركة مياه البحيرة في تنفيذ المشروعات، وبتطبيقها أعلى معايير الجودة والاستدامة، مؤكدًا أن ما تحقق يعكس نجاح الشراكة بين الاتحاد الأوروبي والحكومة المصرية في تنفيذ مشروعات تحقق أثراً مباشراً على حياة المواطنين.
وفي ختام الزيارة، اصطحب المهندس أحمد عبد المنعم التراس الوفد في جولة تفقدية داخل محطة معالجة صرف صحي منشية الحرية، حيث تفقد الوفد مختلف مكونات المحطة، مرورًا بالمعامل وغرفة المراقبة والتحكم ومراحل المعالجة المختلفة، واستمع إلى شرح تفصيلي حول منظومة التشغيل والطاقة الاستيعابية وخطط التشغيل المستقبلية.
وتُعد محطة معالجة صرف صحي منشية الحرية إحدى المشروعات الاستراتيجية بالمحافظة، حيث تبلغ طاقتها التصميمية الحالية 30 ألف متر مكعب يوميًا، مع إمكانية التوسع مستقبلًا لتصل إلى 48 ألف متر مكعب يوميًا، وتخدم أكثر من 203 ألف نسمة، بما يسهم في دعم منظومة الصرف الصحي وتحسين جودة الحياة للمواطنين.
ورافق الجولة الدكتورة أمل منصور رئيس قطاع المعامل، والمهندس محمد يوسف مدير عام محطات الصرف الصحي، والمهندس محمد مقلد مدير عام الأصول والتحكم، والمهندسة رحاب رحومة.
ويُذكر أن برنامج تحسين خدمات مياه الشرب والصرف الصحي (IWSP) يعد أحد أكبر البرامج التنموية التي تنفذها الحكومة المصرية بتمويل مشترك من الاتحاد الأوروبي والحكومة الألمانية من خلال بنك التعمير الألماني، وبالتعاون مع وكالة التنمية الفرنسية وبنك الاستثمار الأوروبي، بإجمالي تمويل يبلغ 295.1 مليون يورو، وتستحوذ محافظة البحيرة على نحو 21% من إجمالي البرنامج، والذي يشمل تنفيذ 12 مشروعًا باستثمارات تتجاوز 1.2 مليار جنيه، لخدمة أكثر من مليون مواطن بمختلف أنحاء المحافظة.

As part of the fruitful and constructive cooperation between the European Union and the Ministry of Housing, Utilities and Urban Communities, Eng. Ahmed Abdel Moneim El-Terras, Chairman and Managing Director of the Beheira Drinking Water and Wastewater Company, received a high-level delegation on Monday morning. The delegation included Eng. Mohamed Moawad, Deputy Head of the Project Management Unit (PMU) at the Ministry of Housing, Utilities and Urban Communities; Eng. Ayman Ayad, Head of the Utilities and Infrastructure Sector of the European Union Delegation; and Eng. Dina Abdel Meguid, European Investment Bank (EIB) Project Officer. The visit aimed to follow up on the implementation of the Integrated Water Services Improvement Programme (IWSP) and review the outcomes of the projects implemented across Beheira Governorate.
At the beginning of the meeting, Eng. Ahmed El-Terras welcomed the delegation, emphasizing that the Beheira Drinking Water and Wastewater Company considers its partners from the European Union and the Ministry of Housing to be true partners in success. He noted that their cooperation has contributed significantly to the implementation of major development projects that have brought about a qualitative transformation in the water and wastewater sector across Beheira Governorate. He added that these achievements are the result of effective collaboration among all stakeholders and reflect the Egyptian state’s vision for infrastructure development and sustainable growth.
During the meeting, Eng. El-Terras delivered a comprehensive presentation highlighting the company’s most significant projects, particularly the Manshiet El-Horreya Wastewater Treatment Plant, one of the governorate’s key strategic projects supporting the wastewater system. He explained that the company continues to adopt the latest international standards in operation, maintenance, and asset management, while placing great emphasis on developing and training its human resources to ensure the sustainability of operations and maximize the return on infrastructure investments.
The meeting also addressed mechanisms for transferring completed projects from contractors to the Beheira Water Company, training operational staff, recovering operational costs, improving energy efficiency at treatment facilities, and implementing the company’s asset management system to ensure the highest levels of efficiency and sustainability.
Eng. Mohamed Moawad, Deputy Head of the Project Management Unit at the Ministry of Housing, praised the outstanding performance of the Beheira Drinking Water and Wastewater Company. He commended the remarkable leadership of Eng. Ahmed El-Terras in developing the company’s operational system and improving service quality, stressing that the company has become a benchmark for the successful management, operation, and sustainability of infrastructure projects.
He further stated that the company’s technical and administrative staff represent a valuable national asset, applauding the distinguished performance of the Project Management Unit (PMU). He recommended utilizing the expertise of the company’s professionals in managing, operating, and maintaining projects for other entities, thereby generating additional economic value and reinforcing the company’s position as one of Egypt’s leading water utilities.
For his part, Eng. Ayman Ayad, Head of the Utilities and Infrastructure Sector of the European Union Delegation, expressed his admiration for the advanced level of management and operation he observed during the visit. He praised the company’s achievements in implementing development projects and its commitment to applying the highest standards of quality and sustainability, affirming that these accomplishments reflect the success of the partnership between the European Union and the Egyptian Government in delivering projects that directly improve citizens’ quality of life.
At the conclusion of the visit, Eng. Ahmed El-Terras accompanied the delegation on a field tour of the Manshiet El-Horreya Wastewater Treatment Plant, where they inspected the plant’s laboratories, central monitoring and control room, and the various stages of the treatment process. The delegation also received a detailed briefing on the plant’s operational system, treatment capacity, and future expansion plans.
The Manshiet El-Horreya Wastewater Treatment Plant is considered one of the governorate’s strategic infrastructure projects. It currently has a design treatment capacity of 30,000 cubic meters per day, with provisions for future expansion to 48,000 cubic meters per day, serving more than 203,000 residents and significantly contributing to the enhancement of wastewater services and the improvement of citizens’ quality of life.
The visit was also attended by Dr. Amal Mansour, Head of the Laboratories Sector; Eng. Mohamed Youssef, General Manager of Wastewater Treatment Plants; Eng. Mohamed Moqalled, General Manager of Assets and Control; and Eng. Rehab Rahouma.
It is worth noting that the Integrated Water Services Improvement Programme (IWSP) is one of the Egyptian Government’s largest development initiatives, jointly financed by the European Union, the German Government through KfW Development Bank, in cooperation with the French Development Agency (AFD) and the European Investment Bank (EIB). The programme has a total budget of €295.1 million, with Beheira Governorate receiving approximately 21% of the programme’s investments. It includes 12 projects with investments exceeding EGP 1.2 billion, benefiting more than one million residents across the governorate.
