Sustainable rural sanitation project based on linking results financing SRSSP (P for R)
The aim of the program is to improve sanitation services in rural areas in the governorates of Beheira, Dakahlia and Sharqia in the Arab Republic of Egypt by providing mechanisms and policies for this and improving the performance of the institutions and bodies operating in this sector.
This project is part of the National Program for Rural Sanitation in Rural Areas (NRSP) implemented by the Egyptian government and consists of the following parts:
Part A: Improving sanitation services
To provide sanitation services to about 830000 people in villages suffering from high levels of pollution and in remote areas in the implementation area of the program in the three participating governorates of East, Beheira and Dakahlia, through the establishment of drinking water and sanitation companies concerned about the establishment of about 167,000 new links from homes to the drainage networks Which is connected to sewage treatment plants or any other effective wastewater treatment system.
Establish and develop wastewater treatment facilities by appropriate standards
Part B: Improving the operating systems of drinking water and sanitation companies and their practices
Enhancing the capacity of drinking water and sanitation companies to improve their performance in the operational, financial, institutional and citizen participation areas, including planning and implementing investment in infrastructure, operational and maintenance requirements, upgrading efficiency, reducing costs and preparing and implementing performance improvement plans.
Part C: Strengthening the National Sector Framework
Implement a program to provide the appropriate climate to provide more efficient sanitation services in rural areas, including:
Setting up a tariff system for sewage services to enable cost recovery.
Develop a national strategy for sanitation in rural areas.
Termination of standard procedures for land tenure for rural sanitation services.
Conducting policy studies and analytical studies to inform the policy-making process in the rural sanitation sector, including the development of an effective and sustainable regulatory and supervisory framework, and the capacity to conduct financial monitoring and performance monitoring on a regular and timely basis, with a view to providing a strong framework for drinking water and sanitation companies Concerned to provide efficient and effective services
This program gives special and significant attention to the role of local communities in the planning and preparation of sanitation projects in rural areas. It is working on the establishment of structured mechanisms to assess the needs of local communities for sewage projects and maximize their role in the planning and implementation of these projects
The project is the first phase of SRSSP (P for R), the SRSP program which aims to provide sanitation services to some 155 village villages that contaminate the Rasheed branch and the Peace Canal.
Duration of the project
The duration of the project is 5 years starting from 2016 and ending in 2020
Establishment of a unit in the Ministry of Housing, Utilities and Urban Communities to manage the National Program for Sanitation of Egyptian Villages (PMU)
The establishment of sub-units for project management (PIU) in the subsidiaries so that these companies are responsible for providing and improving the sanitation services at the local level for each governorate.
Preliminary identification of the villages and satellites to be served in the project according to the following criteria and criteria until the general consultant of the project to prepare technical studies, about 53 in Sharkia, 94 in Dakahlia and 10 in Beheira
